California law overrides most local restrictions on ADUs. Here is what applies to a single family lot in Temecula.
Up to 1,200 square feet for a detached ADU. Up to 500 square feet for a JADU.
Four feet from the side and rear property lines for a detached unit.
16 feet for a standard detached ADU. Up to 18 or 20 feet in some cases, including units above a garage.
No additional parking required within half a mile of transit. Cities cannot require replacement parking for a garage conversion.
Not required for standard ADUs permitted after January 1, 2020. Still required for JADUs.
The city must issue a decision on a complete application within 60 days.
Temecula administers these under Municipal Code Chapter 17.23 through the Building and Safety Division. The city publishes its own guidance on the City of Temecula ADU page. Cost depends on size, type, and site conditions. A garage conversion sits at the low end because the structure already exists. A detached unit with new utilities and grading sits at the high end. We give you a range on the first visit and a fixed scope before you commit.
Design and permitting run two to four months. Construction runs four to seven months depending on size and site work. Garage conversions move faster on both ends.
No, not for a standard ADU. California removed the owner occupancy requirement for standard ADUs permitted after January 1, 2020. JADUs still require you to live in the main house or the JADU.
No. State law prevents an HOA from prohibiting an ADU on a single family lot. Your HOA still enforces architectural standards on exterior materials and colors, so we design to pass review.
