WHY TEMECULA HOMEOWNERS CHOOSE US

35 years in construction. 22 years building in Temecula.

More than 350 finished projects. Most contractors quoting your job have less than ten years behind them. Three things separate our work from a name you pull off a directory site.

You deal with the same person the whole way through

Spencer walks your property before any number gets written down. He measures setbacks, checks where your panel sits, looks at your slope and your drainage, and tells you what fits. No salesperson hands you to a project manager you have never met.

The number in the proposal is the number

We break out site work, permits, materials, and labor as separate lines. You see where every dollar goes. Change orders happen on construction projects, but they happen because you changed your mind, not because we skipped a site condition to win the bid.

We know the local approval process

Temecula, Murrieta, Menifee, Wildomar, and Lake Elsinore each run a different permit process, and some outlying parcels are reviewed by Riverside County rather than a city. We have submitted in all of these jurisdictions and we handle every plan check correction ourselves.

More than 350 completed projects in Southern California and the Temecula Valley, and a five star rating across Google, Yelp and Houzz.

As a plumbing contractor I've worked with a lot of builders over the past 25 years and the truly exceptional ones are few and far between. Woollard Construction is one of the best. We routinely go back to homes they've either remodeled or performed additions to years later for general plumbing maintenance or repairs and the homeowners still speak glowingly of their experience with Woollard construction even decades later. There is only ONE home builder I regularly recommend and that is Woollard Construction.

ADU RULES

Temecula ADU Rules in 2026

California law overrides most local restrictions on ADUs. Here is what applies to a single family lot in Temecula.

Size

Up to 1,200 square feet for a detached ADU. Up to 500 square feet for a JADU.

Setbacks

Four feet from the side and rear property lines for a detached unit.

Height

16 feet for a standard detached ADU. Up to 18 or 20 feet in some cases, including units above a garage.

Parking

No additional parking required within half a mile of transit. Cities cannot require replacement parking for a garage conversion.

Owner occupancy

Not required for standard ADUs permitted after January 1, 2020. Still required for JADUs.

Approval timeline

The city must issue a decision on a complete application within 60 days.

Temecula administers these under Municipal Code Chapter 17.23 through the Building and Safety Division. The city publishes its own guidance on the City of Temecula ADU page. HOA rules cannot prohibit an ADU, though design and material standards still apply. Read our full breakdown of Temecula ADU rules, permits and requirements.

PRICING

What ADUs and Bathroom Remodels Cost in Temecula

Five factors move an ADU price: unit size, distance from the main house for utility runs, site slope and grading, whether your electrical panel needs an upgrade, and finish level. For bathrooms, the drivers are whether plumbing gets relocated, the condition of what we find behind the walls, and tile selection.

Ranges below cover construction and standard finishes. They exclude the site plan, city permit fees, school fees, and engineering consultants. We give you the numbers on the first visit and a fixed written scope before you sign.

Cost depends on size, type, and site conditions. A garage conversion sits at the low end because the structure already exists. A detached unit with new utilities and grading sits at the high end. We give you a range on the first visit and a fixed scope before you commit.

Design and permitting run two to four months. Construction runs four to seven months depending on size and site work. Garage conversions move faster on both ends.

No, not for a standard ADU. California removed the owner occupancy requirement for standard ADUs permitted after January 1, 2020. JADUs still require you to live in the main house or the JADU.

No. State law prevents an HOA from prohibiting an ADU on a single family lot. Your HOA still enforces architectural standards on exterior materials and colors, so we design to pass review.

Yes. We submit the application, respond to every plan check correction, and schedule inspections. You do not deal with the counter.

Price turns on whether plumbing moves, what we find behind the walls, and your tile and fixture selections. We quote a fixed scope after the walkthrough.
