What is an ADU?

An Accessory Dwelling Unit (ADU) is an independent living space located on the same property as the main house. It must include a kitchen, a bathroom, and at least one bedroom. Temecula residents refer to ADUs as granny flats, casitas, or in-laws.

According to California Government Code Section 65852.2, ADUs can be built in almost every jurisdiction in California. While California law sets the guidelines for what is allowed, the City of Temecula has created its own rules to govern ADU development in accordance with Temecula Municipal Code Chapter 17.23.

Types of ADUs That Can Be Built in Temecula

Detached ADU

A detached ADU is a completely separate structure in your backyard. There is no maximum square footage for detached ADUs in Temecula.

Attached ADU

An attached ADU is connected to the main house. Attached ADUs cannot be larger than half the size of the primary dwelling or 1,200 square feet.

Garage Conversion ADU

Garage conversions turn your existing garage into a living space. Since the garage already exists, there is no maximum square footage for garage conversions.

Junior ADU (JADU)

Junior ADUs are smaller ADUs located inside the main house. Junior ADUs must be 500 square feet or less, and you must live in the main house to build one.

Temecula ADU Zoning and Eligibility

ADUs can be built on any residential lot in Temecula. There is no minimum lot size requirement.

To qualify for an ADU in Temecula, the property must have an existing or proposed primary dwelling, adequate water and sewer capacity, and sufficient access for construction.

Step 4: Planning Department Review

If your ADU does not qualify for Streamlined Approval, you will need to go through the Planning Department approval process.

Step 5: Obtain Building Permit Approval

Temecula has 60 days to approve or reject your ADU application after submission. Most ADUs that qualify receive Ministerial Approval.

Step 6: Construction and Inspections

Once your application is approved, begin construction according to your approved plans. Schedule inspections for foundation, framing, electrical, plumbing, and final.

Step 7: Obtain Certificate of Occupancy

After completing construction, schedule a final inspection to obtain your Certificate of Occupancy.

All Temecula ADUs require a recorded covenant that restricts:

  • Short-term rentals (rentals must be 31 or more days)
